Arrangements are under the direction of Mohr Funeral Home in Ponca. Joanne was born on Dec. 9, 1931, in rural Ponca, the daughter of Rudolph and Margaret (Weber) Harder. She graduated from Ponca High School in 1949. Joanne married Paul Rahn of Newcastle, on April 12, 1950, at St.

Catholic Church in Ponca. She was a homemaker and also worked as director of the Allen Senior Center for 25 years. She was a member of St. Catholic Church and Altar Society in Dixon, the Allen American Legion Auxiliary, Martinsburg V.F.W. Gasser Post 5435 and served as an EMT and fire department member for the Allen Volunteer Fire Department.

She was also a member of the 9 Patch Quilt Club and Elf Exten- sion Club in Allen. Joanne enjoyed spending time with her family, quilting, fam- ily history, square dancing, playing cards, going wher- ever the bus goes, and going to the Allen Senior Center. Survivors include her children, Sharon (Ray) Brentlinger and Gary Rahn of Allen, Terry (Marvel) Rahn of Wakefield, David (Jean) Rahn and Donna (Roger) Kraft of Allen; 11 grandchildren; 16 great-grandchildren; a brother, David (Karen) Harder of Ponca; a sister- in-law, Gerry Juhlin of Newcastle; and many nieces and nephews. Joanne was preceded in death by her parents, Ru- dolph and Margaret Hard- er; her husband, Paul Rahn, in 1982; two sisters, Baby Mary and Bonnie Harison; and numerous brothers-in- law and sisters-in-law. John Nelson, 54, bought a Blackout Bingo scratch ticket around April 15 at the Select Mart, 623 14th and won the 13th top prize.

Storm Lake officials look into sludge spill STORM LAKE, Iowa Storm Lake authorities are investigating what caused a black, sludge-like sub- stance to spill onto a city roadway Friday morning.

According to a Storm Lake Police Department news release, police and fire personnel were dis- patched to the 100 block of East Railroad Street around 8:50 a.m. Friday in reference to a foreign ma- terial in the road. Upon arrival, they ob- served a black, sludge-like substance lying on the north side of the street and in the northbound al- leyway, covering an area approximately seven feet wide and 30 feet long. Firefighters applied ab- sorbent material to the spill and cleaned it using a street cleaner. Authorities believe the substance may have been pumped from the base- ment of a nearby building.

They also determined the material did not enter the storm sewer system and did not pose an immediate environmental threat, the release said. The spill remains under investigation. Assisting at the scene were the Storm Lake Street Department, Storm Lake Building Officials Office and the Iowa Department of Natural Resources. Car crashes into Le Mars home early Friday LE MARS, Iowa A Rem- sen, Iowa, man has been a rge i ra ing while intoxicated and two additional charges after the car he was driv- ing crashed into a Le Mars residence early Friday morning.

Officer John Kaskie with the Le Mars Police Depart- ment said at 1:41 a.m., a 2002 Chevy Impala driven by Trevor Koontz, of Rem- sen, struck a residence at 600 Third St. SE in Le Mars. Kaskie said Koontz had been traveling south on Sixth Avenue SE when he lost control of the vehicle, veering eastward into the residence. The vehicle breached the concrete in the basem*nt wall and broke a water line inside the house, Kaskie said. None of the residents of the house were injured, Kaskie said.

Koontz was treated at the scene. Koontz was charged with operating while intoxi- cated second offense, failure to maintain control and failure to provide in- surance. The Le Mars Fire De- partment assisted the Le Mars Police Department at the scene. Dozens oppose potential reservoirs NORFOLK, Neb. Oppo- sition has surfaced to the possibility of more reser- voirs being constructed in northeast Nebraska.

Dozens of people packed a board meeting Thurs- day of the Lower Elkhorn Natural Resources District to underscore their stance. One of them. Ken Gentrup, of West Point, says most of them are farmers who want to protect their land and want the district to act on a study of potential reservoir sites. The study identified 10 sites in Colfax, Cuming, Dodge, Madison, Washing- ton and Wayne counties. District officials say the sites could provide flood control and recreation.

Associated Press ASSOCIATED PRESS DES MOINES Re- search from the Centers for Disease Control and Prevention shows that southern mosquitoes could travel to Iowa this summer, but state ex- perts expect them to be a major carrier of the Zika virus. The Des Moines Reg- ister reported that re- cently released maps from the federal agency show Iowa in the range of one of two mosquito species believed to car- ry the virus, which can cause severe birth de- fects. The maps show the Aedes aegypti spe- cies petering out in Missouri, but the Aedes albopictus mosquito could extend through Iowa and into southern Minnesota. Iowa State University entomology professor Ryan Smith said that he suspects partly re- sponsible for the inclu- sion of Iowa in the map.

In a CDC survey, he said that the albopictus had been spotted in Iowa. only been a handful in the last 15 years or he said. The albopictus are be- lieved to be much less likely to carry the virus, said Patricia Quinlisk, Iowa Department of Public medical director. Smith sug- gested not traveling to affected areas unless for work or an impor- tant event. Quinlisk said women should consider using insect repellent and bed nets. So far this year, the state has confirmed four Zika cases, all of which were in people who trav- eled to the Caribbean. Zika-bearing mosquitoes could come to Iowa this summer ASSOCIATED PRESS LINCOLN, Neb. Ne- braska Attorney General Doug Peterson and his counterpart in Oklahoma are joining a lawsuit aimed at halting legal marijuana in Colorado.

The two states asked to be added as plaintiffs this month in a case being con- sidered by an appeals court in Denver, the Lincoln Journal Star reports. The appeals court in Colorado given a timeline for addressing the request, but allowed lawyers for the states to make merit-based argu- ments in briefs due May 23. That means Nebraska and Oklahoma can argue the issue itself as if they were already part of the case rather than restating their reasons for wanting to join as plaintiffs. The appeal combines two separate cases: one on behalf of a Colorado couple who own land near a rec- reational marijuana grow- ing facility and another brought one by a group of sheriffs from Colorado, Kansas and Nebraska. Oklahoma and Nebraska argue they have i i in stopping marijuana from crossing their state borders, and that they be left out as the court weighs the issue.
